Tente fazer o seguinte então;

Abra o TuneUp > Solve Problems > TuneUp Repair Wizard.

Seleciona as seguintes opções:
The taskbar cannot be displayed.
The desktop and taskbar do not work.

Após fazer isso reinicie o computador e veja se funciona.
