Paypal eh uma coisa totalmente insegura, não respeita as leis bancarias pois não é um banco, eh frequentemente atacado por hackers e eh uma coisa inutil =]

2. ele não infringe nenhuma lei bancária pois é um banco e movimenta grandes quantias de dinheiro diariamente.

Paypal não é um banco, Paypal não é obrigado a seguir as leis de conduta e sigilo bancario impostas mundialmente. Se você deposita dinheiro em sua conta de PayPal, ou fornece seu numero de cartão de credito para o mesmo, você esta dando liberdade para o e-bay retirar grana de sua conta quando ele quiser.
Hackers podem invadir a qualquer hora aquele esquema de segurança mediocre do paypal, a maioria dos cartões de creditos clonados nos EUA vem do paypal.
